Modded front forks

Got a question for you all.
A friend of mine with a Busa just had his front forks rebuilt with Ohlins internals. When he got them back he noticed very fine scratches (like a scotchbrite pad or very fine grit sand paper) along the length of the lower tubes. The installer (a local Ducati dealer that deals with Ohlins a LOT said they do that to allow the oil to lube better and to prevent stiction. And that the scratches were not enough to allow the oil to weep past the seals.

Does this make sense to you?

no it does not i have had my forks rebuilt by racetech and have never had that happen though have only had that done on zx6r.zx10r and zx14 no zuki for me
