What to clean throttle bodies in?
just wondering if it's safe to dunk TB in some warm water and degreaser or is there something safer?

For home cleaning you could use kerosene and a soft brush, blow off the excess with an air line and finish with lint-free clean rag. If you know of a workshop with an ultra-sonic bath, that might be better.
