oil filter torque setting

Ok, so I just changed my oil in my zx14 for the first time. I found the common theme of the filter being really tight. In the end it took a pair of channel locks and destroying the filter to get it off. The filter was a Kawasaki OEM type.

I replaced it with a K&N and put it on hand tight. After that I broke out the torque wrench and set it to ~12-15. The K&N said to do 7-9 and the service manual says 23. I thought I would meet it about half way. Even 12-15 seems really tight.

How tight is everyone putting on their filter?

Thanks
