Tiger Tail vs. Removing fender

First off I weigh 150 lbs. I adjusted my shock to the stiffest setting. I cut out my fender and riveted a piece of sheet metal up there which gave me 1 inch more of clearance. I still rub. I know that heavier riders would rub but I can't believe that I rub. How much clearance does the tiger tail give you?
