That's cool. It looke like a home made big tire chassis. What's cool is the builder still used the stock front end with modified upper and lower triples. It would probably work better with the chain installed.

At least its not ZX/GSXR/Hayabusa fiberglassed bodied bike with an old school KZ/GS power plant that clames to be something its not.
