MAXIMUM penalty will be 14 years...
In reality, considering current guidelines--look for THIS perp on the street before the NEXT presidential election.
VERY sad testimony to how the system works.
If you live in Illinois, I would urge you to do your part to wake up your elected officials.
Intentionally running someone down is no different from intentionally gunning someone down.
