How to set rear shock for drag racing

My best 60' is a 1.58 ran 5.99 at 121. I can see where the tire is hitting the fender.

There are many variables in setting a shock.
More info is needed. Your weight, wheelbase, stock motor, etc.
You say your tire is hitting the fender, how much room do you have between the tire and fender with no weight on the bike?
