thats what they look like to me .. can also be water tanks that collect water run off from roofs.. west texas gutter system ..

They do look like cistern tanks but they might be some kind of mold.

or a hopper tank .. they are sitting on the tops and the ring sets in a frame and the bottom funnel part ..you drive under and get loaded
