From a Roll On
From time to time we like to get out there and play a little with roll ons. I have a hypothetical question.
With all things being equal, except Bike A has 200 HP and Bike B has 230 HP, same wheel base, same stock gearing, etc. If both bike were involved in a roll on with Bike A coming out in 1st gear and Bike B coming out in 2nd, which bike in your opinion would hit harder from a roll?

Depends on how fast you are starting out, and how the extra hp is applied (nitrous, motorwork, etc)

8.89 mph 151.32

What is the start speed, how long is the roll-on? You left too many things on the table + what eklipse said. I would imagine the 230 hp bike in 2nd gear is a little more usable in terms of power. 200 RWHP stock wheelbase in 1st gear will be more likely to wheelie thus limiting forward momentum while the 230 HP stock wheelbase bike would probably be able to steadily pull past.
But in the real world the riders are rarely = so it usually boils down to the rider.
If you look here:
http://www.youtube.com/watch?v=8YNTITkB8m0
at 1:25 the 125 lb zx12 rider with -2 on the back runs against the 180 lb zx14 rider spotting him one gear. Minor bolt ons for both.
same bikes run this again:

at 1:10 the same 12 rider runs the same 14 rider but goes into 3rd while the 14 is in 1st. Much harder to recover from that and 12 rider gives up chase in that particular roll-on.

Depends on the grip, how much time was lost by bike A on one more gear change, what speed they're doing when the roll on starts and how far the bikes go.
More power, or thrust, is only any good if you can translate it into forward momentum. Also bike B's power advantage will probably only come into play near maximum rpm. An interesting question.

i kinda had a race like this happen my stone stock gen2 vs a modded BMW from a 2nd gear roll to 6th gear he would get me by 5-6 bikes but me starting in 1st and him in 2nd he never caught me and when we both went out of 1st he would bring the front tire up and have to let off and i would keep in it. and he would not catch me

Some very good analogies here.
@ Eklipse, both bikes starting out at 60 mph. Bike A in 1st, Bike B in 2nd. Bike A of course will be taching higher and will shift sooner, while Bike B is still in 2nd, making ground. This is all on motor.
@ Ship, they will be running to somewhere in 5th gear depending on if one is already pulling away fast enough to where they both realize the race is over.
@ Bob, I was thinking that in ref to the extra gear change that Bike A would have to make. They are coming out at 60 mph.
@ 01Smokes, hmmm, interesting. I wonder if 200 HP hits harder at 60 mph in 1st than a 230 hp bike would coming out in 2nd. Would that extra 30 HP be enough HP to compensate for the lower gear and higher tach that Bike A will have? Jus a thought. At the end it's obvious that Bike B will run away but will it happen at the beginning or somewhere later is what I'm tryna find out.
