Question on Smog block off plates

I have the 08 se.Installed plates,removed vaccum hoses off of fuel tank.I was going to remove smog canister from under seat also. The problem is after riding, the tank has a vaccum. Almost impossible to get fuel cap open. Anybody else run into this?

I capped off the red and blue hose fittings on tank, I just removed red cap and vaccum was released. I put red and blue hoses back on tank.Hope this cures problem.
