California Emissions ?

O.K. I read the handbook and the shop manual about the CA emissions set-up. But I need some help with clarifications. The bike has 3 hoses at the base of the tank under the seat.

On the left side of the tank it has a "drain hose" which all I can see is thread back under the tank. I this for gas filling overflow? And where does terminate?

On the right side of the tank are two hoses. (Red and Blue) Both go to a "Seperator". The red is fuel return hose and goes to Injector #4. The blue is a tank breather hose and goes onto the charcoal canister and onto Injector #3.

I understand what the breather hose does (blue) but do not understand exactly what the "fuel return hose" does. (the red one going to the seperator and directly to the injector #4.

Any clarifications to the above would be appreciated.
