Cold Start Problem

Hi all. Need a bit of help. I've been having some cold starting problems with my 14 since winter here in Australia (they're not cold winters though). Normally, the engine fires up the moment I press the start button. But now, the engine turns then hiccups loudly. I have discovered though that when I force the throttle grip to the shut position, the engine turns properly without the hiccup and proceeds to fire up. I have checked the throttle cable free-play as well as its sync.
The Kawasaki Service guys here are blaming the PCIII but I have since disconnected it and it still does the same. I even restored the bike in pure stock and still does the same (even put the flies back in and used a new battery)
Anybody have a clue on this?
