Reed Valve Block Off Plates

Can anyone tell me what to do with the plug on the side of the air switching valve? And, were there not supposed to be any gaskets with the block off plates?
Any info would be greatly appreciated.

I did it to mine back in july,you dont need gaskets,just a lite bead of black rtv.....i took my reed valves out ,when i put my block offs on too.....
