Anyone know the procedure for checking and adjusting the exhaust valve?

My exup was out of adjustment. What they did was take off the muffler and standing back had another mechanic open the thottle in 2000 rpm incrennts to see what it was doing. It closes totally at 6000 rpm and should be wide open at 10,000. My bike was flat after 8000 and I did not know why. The exup was not working right. Now tthat it does the bike is wayyyy different with a higher rpm kick. Mucho faster!!!
