why not keeping 83mm bore and put 4mm on the stroke instead

83mm bore + put a 4mm stroke = 1299cc

depends on what your trying to do.. 86 by 55.9 is also 1299 cc which will make more peak power than 83 by 59.4..

Cost and maybe slightly more reliable to just drop a piston kit in.

yes. probably 8 more trq. and only 2hp. more stroke more torque. more bore
and less stroke typically more hp.
