Yes, leave the reed valves in and be careful that the gaskets are in position. -ZXtra

Benefits?
The kleen air system allows fresh air from the air box to be sucked into the exhaust system through a rubber hose and a throttle body vacuum controlled valve.
The fresh air allows the fuel to burn more completely within the exhaust system (especially at the catalytic converter) to reduce exhaust emissions.
The parts that we horsepower freeks don't like are the extra heat produced and a slight increase in exhaust back pressure resulting from the combustion in the exhaust. Another negative is often after you add an aftermarket exhaust, you may get "popping" out the muffler which usually dissappears after removal of the kleen air system. -ZXtra

So the popping comes on decel because the kleen air is opened when the throttle is closed or at idle. So where does the hp increase come from the decrease in heat?

Theoretically if the kleen air is vacuum controlled, then you would expect it to work only at high manifold vacuums. Which means that when you open the throttle, it stops working, and supposedly doesn't cost you any horsepower.
But the kleen air supplies oxygen for the catalytic converter to work properly. So if you get rid of the cat, you don't need the kleen air. The exhaust will flow slightly better without the cat and we all know what a better flowing exhaust will give you.
I haven't actually seen dyno numbers for just a kleen air removal. Maybe someone else has checked...anyone?? -ZXtra
