The numbers don't bother me just was hoping once it was on a dyno it would make more than
advertised. I know where it should shine is the torque, just thought it would make more hp than
my 14R with all the hype kawi has put out. built beyond belief

And the article is somewhat misleading. The EPA does not cerifty engine output, it certifies that the engine meets emission regulations. The rated power outputs are supplied from the manufacturer.

to wit:

EPA's engine and vehicle compliance information system, Verify, collects emissions and fuel economy compliance information for all types of engines, vehicles, and equipment used in transportation and other mobile source applications. The Verify information system is used by engine and vehicle manufacturers to report this information to EPA.

So in actuality, the EPA doesn't test anything, instead the manufacturer tests and reports to the EPA:

While every dyno is different, the EPA lays down extensive specifications for the calibration of dynos, right down to the ambient air pressure during tests, to make sure its figures are comparable. Of course, the EPA is concerned about pollution, not performance, but to complete the emissions tests the bikes must hit a ‘rated’ peak power figure on the dyno, and that number is included along with all the other details right down to the VIN of the bike used for the test procedure.

Your saying the EPA doesn't test the bikes on a dyno while doing emission testing?
If that's true the article IS very misleading
Where did the EPA get the 207.9bhp figure when Kawasaki claims 197 for the ZX-14R?

The EPA gets all the info from the manufacturer. They provide a standardized testing methodology and are tasked with *enforcement* only, not testing and verification.

So there's no EPA dyno shop anywhere...If the manufacturer wants to sell the bike in the US, they have to test using the prescribed methodology and standards, then report the results to the EPA. *IF* the EPA suspects or is informed of false data, then they will act (Wire Fraud, etc.)
