Ohlins forks torque specs

I have installed a set of FGRT-807s to my 2008 ZX-14.. what torque specs do you suggest for the top yoke clamp and the lower triple tree clamp? The Ohlins instructions say, '20 Nm for the top yoke clamps. 10 Nm for the lower clamps.' One thing, it makes no sense to trque the uppers tighter than the lowers and another thing, 10 Nm is only about 7 ft lbs.
