Front fork

When I received my bike 14r [2012] I noted that the top part of the front fork was flush with the top bracket. In the manual it says the fork must be 21.5 mm above the bracket.
Does any of you experienced the same problem?

Must say I experienced a lightness at high speed runs so this could be part of the problem.

I have googled at a few photo's of 14r and noted some also flush mounted with the top clamps. There is some that is set to some kind of spec.

How many of you have a flush mount and how many has been adjusted?
The lighness of the steering at high speed is not nescessarily bad handling, but feels bit strange.

I'm not certain of the adjustment as the bike comes half assembled from the facotry. So did the dealer change the setting or did the factory assembled it like this.
If it is the latter why wasn't it adjusted as the service/workshop manual says.
I noted on another forum that they said it should be adjusted to 21.5 mm and i knew mine was flush mounted to answer your question - Lou zx12r

Perhaps the quoted 21.5mm is measured before the handlebar is bolted onto the top yoke?

I'm not sure how it's measured now. On Brock's forum they do a 30mm adjustment from the top of the fork tube to the clamp where the one bolt is positioned [the front bolt].
