De-Californing

I'm sure somebody has taken the california parts off their 14r. With all the plastic off the parts are right there. Now I'm guessing the reason the Cali ECU has a different part# is to run the extra value? If so does the valve need to be left in to keep from throwing error codes? As far as I can tell both the 49 and 50 state models have the same throttle bodies , so what plugs the opening in #4 if I toss the hose?

Second part is related but not cali specific. Brock's pipes come with that red plug. Other kits have a plug and plates. What do the extra plates do that the plug doesn't?

plates are to cover the spots where the valves where when you remove them. essentially block off plates..
