WATERLOO, Iowa --- Waterloo police said Tuesday the quality of life initiative for the month of July is the enforcement of motorcycles operated in an excessively loud manner.
The American Motorcyclist Association (AMA) believes that few other factors contribute more to misunderstanding and prejudice against the motorcycling community than excessively loud motorcycles. The AMA recommends that all motorcyclists should be sensitive to community standards and respect the right of fellow citizens to enjoy a peaceful environment.
Generally, Waterloo Police Department officers will be using a two-prong test in the enforcement of this matter:
•The motorcycle sounds as if it has no muffler or has a modified exhaust system.
•The operator engages in rapid acceleration of the motorcycle.
It is a combination of these two factors that are typically responsible for excessive and annoying noise, police said.
Iowa code 321.436 (Mufflers, prevention of noise) states: “Every motor vehicle shall at all times be equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise….”
The city of Waterloo noise control code prohibits the operation of a motorcycle in excess of 84 decibels (dBA). As a point of reference, each of the following emits sound at a level of about 85 dBA: a running lawn mower, standing curbside in heavy traffic, and a running snow blower.
The penalty for operating a motorcycle in an excessively loud manner is $330. Multiple violations increase the penalty amount.

same kind of law here in FL but they never inforce it .. If they did every harley would have stock muffles .. I have not see a stock muffler on and HD for 40 years ..

I gotta funny feeling there will be alot of tickets here next month, I wonder if the will be sitting at our thursday night bike night busting everyone that comes and goes. there's usally 200 to 300 HD's there

Ask your city council members if the same goes for cars with "coffee can" exhausts or commercial trucks with engine retarders.
Noise is noise... can't be hatin' on just the scooters.

The Muzzy on my 09 14 is the quietest aftermarket exhaust I've seen. We're always the quietest bike at the track with aftermarket exhaust but I'll guarantee you that at full song it's much louder than the 84db limit there. That's pretty much insuring they can ticket any motorcycle they see. Gotta be something you can do about it but there probably isn't. Sorry to hear about this. Drive safe and slowly.

duck tape 2 pairs of wool socks to the end of your pipes and let um dance like those big balloons in front of stores. put some kind of lights in them and see if a trend starts lmao

They pass a law here that is against making noise the can be heard 60' away! (barking dogs, anything!).
a guy a few houses down call the police on me for playing music on my back deck.
( If he would have asked, I would have turned it down).
I got a warning.
I call the police right back and told them to come back out to the house, I can hear the race track that was 7 miles away.
I call back and told them about the dog barking up the street.
I call back and told them "I can hear the train down town".
After that, the police told me how useless this new law was and I never had another problem.

Its a VERY popular idea that is growing expotentially everywhere. As long as us bikers in general keep on with the loud pipes around the public, the laws will keep getting stricter everywhere. And I guarantee you bikers WILL NOT stop with the loud exhausts until they're forced too...........its just a matter of time

So loud bikes are the problem. To me I see WAY more cars that share music with everyone on the road. A loud car, a loud bike, Harley or sport bike, is usually just a passing sound. Most of them aren't too loud at a stop light or in traffic sitting at idle.
Now be the unfortunate one to get stopped in traffic next to someone really proud of their stereo system and they crank that the whole time. I never see anyone get pulled over for that. Noise is noise right.........

i purchased a house once that was 1 block from R/R tracks .. the trains came thru at least 15 times in a 24 hr period.. some went easy on the horn ..some laid on it all the way thru town..they can build bypasses around towns to divert cars .. but them tracks are untouchable ..i had to sell the house or derail a train .. the 1 that came thru every 3rd day that had an orange engine and the loudest horn and blowed from 1 end of town to the other at 3am .. try to get a no blow ordnance in town was impossible too even with law enforcement helping to push the no blow .. R/R has alot of power and pull

In NY, all exhaust modifications are illegal (it is illegal to install an aftermarket exhaust). Its only enforced if your attitude needs adjustment or if your acting like an asshole.

at full song, a ticket for the sound is the least of your worries on a 14 lol... I don't know about yours, but mine would get you thrown in jail at any given time if you cranked down on it passing a car.
the biggest problem that I see around here are the guys on 600's with a little "gp" tip instead of a muffler, or the harley guys that have to rev their piece of shit 80hp engines every 10 seconds when they are stopped at a stop light. like was said on here a couple of times. If you don't act like an idiot you should be fine. Most cops don't want to give you a ticket and a ton of them ride bikes.
harleys will not be affected by this law because harley riders generally have money and people with money are untouchable. It will only affect those damn hoodlum sportbike riders.

I wish davenport would crack down on the Harley faggotry running wild through this area. There are some ridiculously loud sportbikes, too. But you still can't hear them from MILES away like the gay ass Harley fags all dressed up in their Village People costumes riding from bar to bar all night.
I don't even want a fine for it. I'd be happy if the cops just pulled over loud bikes after 10:30 pm and kicked the operator in the balls. 2nd infraction he'd get ball kicked twice. 3rd infraction his bike would have gas poured over it and lit on fire right there on the curb. Then bill him for cleanup.

My area went through a evolution of noise ordinances over the years. I think truckers got it first because there have been "no engine braking" signs around as long as I can remember. Then the car stereo guys took heat in the 90s. Now motorcycles are getting some of the spotlight.

There are some loud bikes but 84 db is just plain to low, any exhaust aftermarket is over that. A busa with a Brocks gen 3 can or 14 with that can is around 90 rough guess and those systems are pretty quite to me.
