Bike master Airfilter

Just bought one , I have not put it in , does not say on the little cleaning instruction sheet if it comes pre oiled? Doesn't say on there website either. anyone have one, what do you think? Do I need to oil it before I put it in?

Ive always seen bikemaster parts been a little sub-par in quality, maybe its because its made in china or whatnot but i wouldn't use any of their stuff.
