3 mill ... better to stroke it 4 mill and leave the bore STD ..

I don't think there's enough material between the bores to take it out much. Better to go for a stroker.

3mm is the max bore, 2mm is what Millenium prefers/suggests.
A 2mm bore is a 1417, a 3mm is a 1450 with stock crank. A 4mm crank alone will net you a 1441 and keep the stroke to a reasonable 65mm.

Is that a drop in mod? Can you simply R&R the crank or if you do replace the crank it requires you to do other mods as well...like timing?

You need pistons with relocated wrist pins, or shorter rods.
Probably smart money to do crank, pistons, and rods at the same time. There is plenty to be done besides just replacing the crank.

called adam's it is 1750 for pistons and stroker crank, but it is a month wait until they see the crank again.

Yeah but my biggest question is, how streetable is this 4 mil stroker mod. Builders keep telling me that it's better to go wit a 2 mil bore and leave the crank alone if it's going to be a street bike because stroking is very hard on the bearings. You don't have that issue with boring.

Got 238-240 hp on my dyno with my wet nitrous setup. A lot cheaper and motor will last longer. (If you don't abuse the nitrous)

The difference with USA is that we can drive in Germany is not only a quarter of a mile at full speed. A tuned engine must withstand 10 KM 20 KM throttle.
The tuner in Germany say that one can not stand Muzzy Crank that.
A 3 mm boring is not ideal, because it blow the head gasket.
