No that is the oil pickup ..Don't cut that !!!! You see the little half round hook on the side of the pickup ? That is where the breather tube sides into ...The pictures doesn't show the rubber tube ...

The rubber tube will have a hose clamp at the top of it I took mine completely out no problems.

Yes you can just pull it off ...Some have done that and not cut it off and it seems to work fine ..
