How Many Links ?
How many links are need in a new chain for a 17/45 gear ratio?

The standard chain length is 116 links for 17/41 gearing.
Add 4 ?

Try three (3) links more. I'm running 17/43 on a stock chain (116 links), but could use one (2) more links for a better fit. I'd say for every 2 additional teeth you add, you'll need 1 additional link in the chain minimum. Three (3) links more should be fine for 17/45 gearing; 4 more links would probably be a tad much when considering wear/stretch over time; perhaps requiring removal of one (1) of those links.

I am assuming you are staying at stock wheelbase?? then I would add 3 maybe 4 depends on where you want the axle to sit on the adjuster block

Exactly, it's not so much whether the standard chain will adjust correctly as where the wheel sits in the (standard) swingarm. You don't want to pull it forward too much if you are adding teeth to the rear chainwheel. I have dropped 1 tooth at the rear to gear up for top speed and the wheel has gone back a tad. I wouldn't want to shorten the wheelbase.
