Missing Bolt?

I was cleaning and adjusting the chain yesterday when I noticed what appears to be a missing bolt around the shift lever area. There may have been nothing in there at all, still could someone advise if there should be something there? See the below picture.

I noticed the same thing the first time I cleaned the bike...mine is also "missing".

I am thinking the threaded hole is there possibly for the adaptation of this engine to shaft drive for the new Concourse. I am thinking they are using the same basic crank case assembly.
