Take a look at this site, it shows a 6 hp gain with a pc on a stock zx14 tunned by DJ and Brock got 3 hp on his 14 with the stock pipes and pc so yes you can get the numbers you are looking for from the stock pipes.

get the dual muzzys slip ons if youre into the whole dual pipe thing, which i think looks nice- assuming that you have no intentions on going with a full exhaust. dont think youll be getting much performance out of it though- but wouldnt be a waste of money compared to running a power commander on stock pipes...
no power commander needed with this, i think... i wouldnt know much about "slip-ons" though... rather pointless the way i see it
the quickest and cheapest way to lower your times would be to just strap the front.
aftermarket full exhausts and power commanders go hand in hand- buy em both at the same time. if you cant afford both then i guess getting the pc3 first makes the most sense.
if brock/dj claim that they gained 3-6 hp, thats enough to make you buy it? id be very skeptical about that... not calling it bullshit but its interesting..
putting a power commander on a stock pipe is probably one of the most asinine things i have ever heard... read about what a power commander is used for, and then think about what you just said. you really think you (or the local garage) can do a better job tuning than kawasaki????? this is sort of like trying to fix something thats not broken...
i cant wait to see what kind of hack jobs people turn their zx-14s into...
seems like some people shouldve gotten a cbr600 instead of a 14.
