California vs. non-California

Does anybody know if there is a big difference from the california model vs. the others? If not from the factory, what about with upgrades? More power out of a non-cali bike with full system? I know the cali model has an extra computer or chip, does this change anything?

There are no differences that effect power. The only substantive differences are in the fuel tank venting and vapor recovery system, possibly some timing or A/F at idle only.
