Help With Leaking Fuel Tank

Hey fella's..............I am working on a friends 03 ZX12 and it has a fuel leak from around the back plate where the sending unit is bolted. I replaced the gasket that goes between the back plate (up against the fuel tank ) and the top plate. I poured fuel in a little at a time with the tank propped up and it appears to be coming from between the back plate and fuel tank. Is this plate welded to the tank? There is no rust in the tank that I can see...........and the gasket is lined up properly. ( it will only line up all four holes ONE way. )

Any help or insight would be appreciated.........

hard 2 say without looking r knowing the bike.try pressure testing it figure a way were u can get a little air pressure in there.maybe stick a blow tip in the tank and shove a bunch of rags around it and spray the tank with soapy water and look 4 bubbles.im a welder and thats what we do 2 look 4 leaks on tanks on boats.kinda like finding a leak on a tire.DO NOT get fittings so u can pressure it up the right way.it will only take 5 or 6 pounds of air and u will loose your tank and maybe your arm.but what do i know im just the dumb welder
