I use silver antiseize and use between 12 to 15 pounds. I do not trust Clickers, so I use a Beam style and rather be off 1 or 2 pounds than no having any idea!

I tighten them until they're "tight"
Re-check them after a couple of heat cycles

If you look in the service manual for the torque for the header bolts, it just says "Stop". What does that mean?

Well one of the reasons is it is nearly impossible to put a troque wrench on a the bolts. And certainly not all of them. And then there is the reality that you are crushing the gaskets. So the old tighten them until there tight saying is the answer. The other part of the equation is to tighten them evenly. So the exhaust gaskets will crush / compress evenly and make a good seal. And as kcadby said check them after a couple of heat cycles.
