Helibars?

Ok, I see a lot of topics here about helibars, but what exactly are these? What do they do? What are they good for? I am so lost on this topic and no website gives a description, but just offer them up for sale.

So do they just basically reposition the handlebars to a different position other than stock? Are they suppose to be more comfortable?
