What you need to know is the bolt stretch. Torque them to the poundage and then measure the length of the bolt. Then turn the wrench until you get the correct length.
My understanding about the extra turn is a possible 2 reasons. Sometimes the friction from the nuts on the threads is so high that a correct torque reading is not possible and they found that 90 ot 120 degrees gave the desired results. Usually on Head Bolts the reason is the gasket blew at the Engineered torque and they tell production add another 45degrees and it blows again then they add another 45 degrees until the gaskets hold and that is how they fix it. Find the Bolt length spec and torque to that and you are always safe

Actually you need to measure the bolt before any torque is applied, and torque to the 16 ft. lbs. pluss 120 deg. then check the stretch.
It should be about .011"
