Did Kawasaki ever make a ZX-4R?
Cause I'm lookin on bikepics.com and finding them. Are these a hoax or did they really exist?

They're real.
I'm not sure if it was actually an R model or what, but they definitely made full fairing zx400s, zx250s also. They all look like small zx7rs.

I am not sure but I don't think that was ever the official name, but rather a nickname for the ZXR-400. E.g. the example nedragr posted recently:
If ever sold in the US I didn't know it?

what does the zxr model line signify? compared to the ninja brand?

ZXR was the model designation for race replicas before they used ZX-?R
They only stopped selling the ZXR400's in the UK a few years ago.

Aint they cute...
Honda had an rc that size too. And also a cbr 400.
My wife had the nakid varriant brought to the usa for a few years.
Hers was a blue 89 CB-1. One unique thing was the gear drive similar to the vfr for the cams. Even thou it was an inline 4. The valves were absolutely tiny.
It hated me, I used to ride it around between 12,000 and 15,000 rpms.
It sounded like you were going like hell.
It would wear a set of tires off in 65 laps at Loudon NH. Great corner speeds. Gave those ex500's a run for thier money.

these little screamers are popular over here in the uk, they handle really well and are raced at club level, a second hand one can be had for as little as £900.00
