Are there really tire shortages out there?

No need to name the company, but they recently posted in regards to ordering tires off their website that:

Important Update (3/26/04)...We have been advised by several of the major tire manufactures that their production and inventory levels are down and that SHORTAGES are very likely. Please remember that the manufacturing process for tires can take 90-120 days from order to delivery, so once a manufacturer recognizes they have a problem it could be 4 months before they can correct it. This is what occurred in 2003 and many customers were unable to find the tire brands and sizes they wanted until well after the riding season. If you are considering new tires this season ORDER EARLY to ensure availability!

Does this stuff really happen? Is it advisable to order more tires than the norm?
