Sounds like a stuck float on the sending unit underneath the tank. Only way to tell for sure is to remove the sending unit.
It might just be a bad connection. Check and be sure the plug connect under the tank is good before you start taking things off. It will be the square plate towards the middle of the tank.
Oh yeah, of course don't remove the unit unless you've drained, poured or pumped most of the gas out of the tank. If not, it could make for a real mess. I figure you'd know that, but I've done dumber things myself.

I didn't know that being STUCK on the last bar, even after filling up, was a "common" problem on A models. I thought it was that it would not go BELOW the past bar (actually, the past two), even when the fuel level was lower than indicated.

They should cover it. The fuel gauge problem was combined with the leaking tank issue and was a recall that was manditory by the NTSHA. You can go to buykawasaki.com and click on Vehicle Information on the top menus. Then click on My Kawasaki and enter your VIN. It should pull up all the recall services that have been done AND what has NOT been done on that bike.
This is the official KMC bulletin number on the gauge/tank recall.
MC 00-13 (A1,A2) - Fuel tank leak and fuel gauge (NTSHA recall)

in addition to this you can look on your headstock (on the frame) and there should be a series of punch marks made with a center punch. The punch marks in the frame are representative of the completed recall work... Someone here may know which punch marks apply to which recall.... help me out here guys..
