There is a time limit for a dealer to give the buyer a title. Usually around 21-30 days. If a title is not given then vehicle and purchase price must be returned if the owner demands it. This is enforced through the New/used car dealer board, also check the DMV for your state. It should be very simple to resolve this now. Question, does your finance company have the title?! If so, then the above does not apply.....

unit was new off the show room floor.
ok now on to the story
i receved a title for a zx12r never checked the vin new bike didnt think twice, about 6 months after having this bike. i recieve a call saying my bike was in a hit and run. i explain to the cops that cant be i'm standing here looking right at and theres nothing wrong with unit.
ok they come out and check vin this is when i learnd the vin didnt match my title.
call bike shop this was 2.5 years ago that the frist call was made to dealer.
they then sent me out a temp plate and reg. call a few more times they tell me there working on it.
well time gos by it slips my mind get pulled over to find out once again the temp tag and reg dont match my bike. almost got locked up that night anyway.
i make a trip to dealer saying if this cant be worked out i would like u to take and buy bike from me, this is about 6 months ago.
and here i sit still with no title and a bike that i cant ride.

Hey Brian,
I'd think I would apply for a duplicate title and be done with it. The procedure for Illinois is here:
http://www.cyberdriveillinois.com/departments/vehicles/duplicate_titles.html
But before you do call the Illinois Secretary of State's office at (800) 252-8980 and tell them your story. They should be able to run your VIN and give you better advice than any of us here.
Good luck,
Dave

Dude, you need to go to the dealer with everypiece of paper you have reguarding the 12 you bought, and sit in the owners office until he resolves it...Obviously they mixed up the vin# on your bike and someone elses 12!!!...Or, he scamed you!!!
GOOD LUCK...
