PC fuel table numbers

I opened the maps to see what is in there and want to know if each number "1" means 1 percent fuel or 2 percent fuel. I know it is 2 percent for each light when using the buttons.

Each number represents a positive if you see a 1 then its considered 1+ as a 0 is nothing -1 is negative 1like in algebra . the stock map is all 0 I believe.
