What a recalled wheel looks like...
The dealer gave me the recalled wheel back after replacing it.

The part of the wheel with the manufacturer date code has been removed and shipped back to Kawasaki. I made sure and complemented the dealership on the super-quick service!

Man!
I suppose that's the right thing to do, but it seems so wasteful... for all I know 99% of the wheels are perfectly OK and can be proved so by X-ray or another means, and the cost of checking an existing wheel must be far less than the cost of manufacturing PLUS checking.
However, Kawasaki's not in the business of selling used parts so I guess it makes sense they don't want the wheel, nor want a wheel that could have a problem to go back on the road, hence destroying it.
A shame though.

I'm just guessing here, but I figure that the problem with x-raying each wheel is finding all the places capable and competent enough of performing such. With almost 1,000 dealer in the U.S. alone, finding ones that are reasonable close to each dealer would seem rather tough to do. I would not want to think about it on a global scale. Not to mention the fact that each location would not only need a knowledgeable and certified metallurgist, but someone familiar with the casting process use and be able to recognize any possible flaw. Oh yeah... each location and the one who inspected the wheel would have to take full and complete liability for a misdiagnosis. Even with all that, it would not release KMC/KHI from any part of legal responsibility for such a misdiagnosis.
Of course, they could take all the wheels and do it themselves, like I think you were implying, but like you also stated, they aren't in the business of selling used parts. Even if they resold them to some place as "salvage", they probably would not want to take the liability on even a potential headache like that anyway. Any way you look at it, odds are that not EVERY wheel recalled is "faulty" and thousands of "good" wheels will be cut up and scrapped. Indeed... a shame.

methinks they dont want to ship a pile old possibly bad wheels 1/2 way around the world... they need to disable them somehow (I guess we all know "how" now ) so that they wont ever be used again!

I work at at a auto dealership,When a big name tire company has recalls we take perfectly good tires and cut the sidewalls to make them useless.Nothing would probably went wrong with the tire.......BUT if it did liability issues would arise. So they want to be safe instead of sorry !

Fish - Ayep, I would imagine that would be the case. And by requiring the return of the cutout part...Kinda like 'scalps', eh?

the return of the cutout is so the dealer can be credited back for the wheel kits he/she had to order..
basically it works like this (kinda sucky in fact).. there is a recall... say you sold 25 zx-10r's .... now as the dealer you have to order 25 "wheel kits" at aprox $450 a pop, front all the $$$$ (in this avg case that's about $11000) ... and then get the $$$ back on a per wheel basis by returning that cutout chunk.
